Speaker of the Shura Council Calls for Immediate Cessation of Aggression on Gaza and Affirms Qatar’s Position on the Two-State Solution

H.E. Mr. Hassan bin Abdullah Al-Ghanim, Speaker of the Shura Council, Renews Qatar’s Firm Position on the Palestinian Cause and Calls for an Immediate and Full Cessation of the Israeli Aggression on Gaza, Considering it a Necessary First Step Toward Any Just and Comprehensive Political Solution
His Excellency emphasized that the continued massacres, targeting of civilians, and denial of the most basic necessities of life render any political dialogue meaningless.
This came during H.E.’s address at the inaugural meeting of the Group of Parliaments in Support of Palestine, held today in Istanbul, in the presence of His Excellency President Recep Tayyip Erdoğan of the sisterly Republic of Türkiye, and with the participation of several parliamentary speakers and representatives of legislative bodies.
His Excellency affirmed that the humanitarian situation in Gaza has reached catastrophic levels, amid severe shortages of food and medicine, the collapse of the healthcare system, and the targeting of infrastructure. He noted that these violations are being committed in full view of the world by an occupying power that defies international law and disregards United Nations resolutions.
His Excellency pointed out that mere statements of condemnation and denunciation are no longer sufficient, urging parliaments to take action and pressure the international community to hold Israel accountable for its crimes. He further stressed that the path to peace can only be achieved through the two-state solution, based on the 1967 borders, and the establishment of an independent Palestinian state with East Jerusalem as its capital. 
At the conclusion of his speech, the Speaker of the Shura Council expressed Qatar’s support for the establishment of the Group of Parliaments in Support of Palestine, looking forward to it becoming an effective platform for coordination and joint action. He called on parliaments to join the group and expand its activities.
At the beginning of his address, His Excellency also praised the honorable positions of the Republic of Türkiye—its leadership and people—in support of the Palestinian cause, commending the effective role of the Grand National Assembly of Türkiye and its efforts to keep the issue present on the international parliamentary agenda, especially through the founding of this Group of Parliaments in Support of Palestine.
President Erdoğan also delivered a speech at the meeting, in which he emphasized the necessity of adopting the two-state solution as the fundamental and just resolution to the Palestinian issue. He stated that any initiative or proposal that does not guarantee the establishment of an independent Palestinian state with East Jerusalem as its capital is worthless. He also praised the pivotal role of the State of Qatar, alongside the Arab Republic of Egypt, in leading mediation and negotiation efforts to reach an immediate and lasting ceasefire, ensure the entry of humanitarian aid into Gaza, and begin the reconstruction process.
His Excellency affirmed that defending Palestine is defending human dignity, and that the Palestinian cause is not exclusive to Muslims. He criticized the international community’s inaction—including media institutions and human rights organizations—in failing to condemn or even acknowledge these crimes.
It is worth noting that the establishment of the Group of Parliaments in Support of Palestine came as an initiative by the Grand National Assembly of Türkiye, with the aim of unifying international parliamentary efforts in defending the Palestinian cause and promoting joint action toward a political solution based on international law and UN resolutions.
The initiative aims to form an influential parliamentary coalition focused on coordinating positions, supporting the legitimate rights of the Palestinian people—including ending the occupation, rejecting settlements, and preserving the religious character of Jerusalem—and ensuring the Palestinian issue remains on the agenda of international parliamentary forums.
The meeting concluded with a joint declaration affirming commitment to the two-state solution as the sole path to peace, encouraging parliaments worldwide to urge their governments to take concrete steps toward achieving justice for the Palestinian people.
The declaration also emphasized the importance of expanding the group to include more parliaments that support the rights of the Palestinian people, called for an end to the Israeli occupation and the rejection of settlement expansion, expressed support for the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA), and advocated for the protection of holy sites in Jerusalem. It further called for the establishment of an international fund to support orphans in Gaza and provide healthcare for the wounded.
The meeting was attended by Their Excellencies Mr. Badi bin Ali Al-Badi, Eng. Ahmed bin Hetmi Al-Hetmi, Mr. Mohammed bin Mansour Al-Shahwani, and Mr. Yousef bin Ahmed Al-Sada—members of the Council—as well as H.E. Mr. Naif bin Mohammed Al-Mahmoud, Secretary General of the Council, and H.E. Mr. Abdulaziz bin Mohammed Al-Sada, Consul General of the State of Qatar in Istanbul.
On the sidelines, H.E. Eng. Ahmed bin Hetmi Al-Hetmi, Chair of the Qatari-Turkish Parliamentary Friendship Group, met with the Turkish-Qatari Friendship Group in the Turkish Parliament, headed by H.E. Mr. Hulusi Akar. The meeting explored ways to enhance parliamentary relations and prospects for cooperation and joint coordination between the two sides.
