Shura Council Participates in the Inaugural Meeting of the Forum of Secretaries General of Parliamentary Chambers of the Global South

The Shura Council participated in the inaugural meeting of the Forum of Secretaries General of Senates, Shura Councils, and similar parliamentary chambers in countries of the Global South, held on the sidelines of the third edition of the South-South Parliamentary Dialogue Forum, hosted in the Moroccan capital, Rabat, under the theme: “Inter-regional and Continental Dialogues in the Global South: A Key Lever to Address New Challenges of International Cooperation and Achieve Peace, Security, Stability, and Joint Development.”
The Council was represented at the meeting by H.E. Mr. Naif bin Mohammed Al Mahmoud, Secretary-General of the Shura Council, who participated in discussions on the adoption of the forum’s establishment. The initiative came in response to the need for enhancing technical and administrative cooperation among the secretariats of parliamentary chambers in the Global South and supporting efforts to improve parliamentary performance at both regional and international levels.
In his address, H.E. Mr. Naif bin Mohammed Al Mahmoud emphasized the importance of establishing the Forum of Secretaries General, stressing that it will serve as a vital platform to enhance communication, share experiences, and develop parliamentary tools and methodologies that align with global developments.
He further noted that the forum will contribute to strengthening administrative and technical coordination, addressing shared challenges, and formulating practical solutions. It will also promote cooperation in training and capacity building, which will enhance the efficiency of secretariats and support sustainable parliamentary work.
H.E. Mr. Al Mahmoud also expressed the Shura Council’s readiness to actively contribute to shaping the forum’s objectives and mechanisms. He commended the efforts in organizing the inaugural meeting and praised the initiative of the Moroccan House of Councillors, led by H.E. Mr. Mohamed Weld Rachid, for proposing the forum’s establishment. He emphasized its role in highlighting the vital contribution of parliamentary secretariats to advancing collective parliamentary work.
The forum aims to create an effective platform for Secretaries General to exchange successful experiences, discuss common challenges, and work toward practical, applicable solutions. It will focus on improving institutional performance, developing working tools in line with regional and international political and economic changes, and fostering coordination and the exchange of innovative ideas.
The forum will also support joint cooperation in administrative fields and utilize the knowledge and expertise of Secretaries General in drafting recommendations and providing guidance to enhance the work of member chambers.
On the sidelines of the meeting, H.E. Mr. Naif bin Mohammed Al Mahmoud, Secretary-General of the Shura Council of the State of Qatar, also held bilateral meetings with H.E. Mr. Al Asad Zarouali, Secretary-General of the Moroccan House of Councillors, and H.E. Mr. Najib El Khadi, Secretary-General of the Moroccan House of Representatives. The meetings addressed various topics related to enhancing bilateral cooperation and joint coordination.
