  Bachelor’s degree (Licentiate) from the College of Fundamentals of Religion, Imam Muhammad ibn Saud Islamic University, Riyadh (1982).
  Master’s degree from the College of Fundamentals of Religion, Imam Muhammad ibn Saud Islamic University, Riyadh (1990).
  Ph.D. in Islamic Studies from the Faculty of Arts, University of Khartoum (2004).
  Honorary Doctorate in Islamic Da’wah from Omdurman Islamic University, Sudan (2003).

 

Parliamentary Career

  Appointed as a Member of the Shura Council in the Second Legislative Term pursuant to Amiri Decision No. (42) of 2025, issued on 9 October 2025.
  Currently serves as a Member of the Social, Labor and Housing Affairs Committee of the Council.

 

Professional Experience

  Dr. Al-Kuwari began his career in 1983 at the Presidency of the Shari’a Courts and Islamic Affairs as a Shari’a Researcher in the Department of Religious Publications and Censorship. He later supervised the Department of Culture and Publications and headed the Libraries and Publications Department.
He held the position of Director of the Islamic Affairs Department at the Ministry of Endowments and Islamic Affairs. In 2006, he was apointed Director of the Zakat Fund with the rank of Undersecretary, and subsequently served as a Senior Shari’a Expert. Since 2009, he has been Advisor to the Minister of Endowments and Islamic Affairs.
  Major Contributions and Achievements
  He also served as a Member of the Board of Directors of Al Meera Holding, and was a member of the company’s founding committee.
  Founder of the “Qatar Mushaf” Project, developing its work plans in 1991 and overseeing all stages of production until the final version was announced in January 2007. He also supervised the printing of Qatar Mushaf editions up to the fifth edition in 2022.
  Founder of the Sheikh Jassim bin Mohammed bin Thani Quran Competition, designing its regulations and chairing its organizing committees, supervising 12 editions between 1993 and 2005.
  Supervised the implementation of 35 charitable projects funded by the State of Qatar in 21 countries worldwide.
  Committee Memberships and Leadership Roles
  Dr. Al-Kuwari has chaired and served on numerous committees, including:
  Chairman of the Joint Committee between the Ministry of Endowments, Ministry of Foreign Affairs, and Qatar University to prepare a proposal for an International Quran Authority under the Organization of Islamic Cooperation (1997).
  Member of the Committee studying Qatar’s accession to the UN Refugee Protection Convention (1996).
  Member of the Committee preparing Qatar’s report for the International Convention on the Elimination of All Forms of Racial Discrimination (2000).
  Member of the Permanent Qatari Committee for the Support of Jerusalem (2006).
  Member of the General Assembly and Board of the International Commission on Scientific Miracles in the Qur’an and Sunnah – Muslim World League (until 2017).
  Member of the General Assembly of the International Association for Mosques – Muslim World League (until 2017).
  Member of the Advisory Board of the Arabic Language and Debate Studies Center, Sultan Mehmed Fatih Waqf University, Istanbul (2023).
  Member of the Board of Trustees of the College of the Qur’an and Its Sciences – Tanzania (2023).
