The Shura Council participated in the 276th session of the Executive Committee of the Inter-Parliamentary Union (IPU), held in Olympia, Hellenic Republic (Greece).
The Council was represented by H.E. Dr. Hamda bint Hassan Al Sulaiti, Deputy Speaker of the Shura Council, Member of the IPU Executive Committee, and Vice President of the Committee representing the Arab Group at the IPU.
The Committee’s meetings discussed several topics, including follow-up on amendments to the Statutes and Rules of the IPU, review of the proposed process for formulating the IPU Strategy 2027–2031, and ways to activate IPU mechanisms for crisis response and enhancing joint parliamentary work. The Committee welcomed the Shura Council’s proposal on a mechanism for rapprochement among geopolitical groups within the IPU.
In her intervention, H.E. Dr. Al Sulaiti stressed the importance of developing preventive parliamentary diplomacy tools, calling for the establishment of early warning mechanisms and parliamentary observatories to monitor crises before they escalate. She also emphasized the need to train specialized parliamentary teams in mediation and dialogue, enhancing the IPU’s ability to engage constructively during conflicts. She called for amending the voting mechanism on the emergency item at the IPU General Assembly.
In the same context, H.E. Dr. Al Sulaiti called for the IPU to issue a statement condemning the attack on the State of Qatar following the missile strike by the Iranian Revolutionary Guard targeting Al Udeid Air Base, affirming that such a violation constitutes a blatant breach of international law and a threat to regional and international peace. She underscored that Qatar remains committed to peaceful solutions and dialogue.
She pointed out that Qatar, with its extensive experience in regional and international mediation, stands ready to support the IPU’s efforts in this regard. The meeting praised Qatar’s mediation between Rwanda and the Democratic Republic of the Congo, which, in cooperation with the United States, resulted in a peace agreement signed in Washington at the end of June.
