Shura Council Participates in the Seventh Coordination Meeting of Parliamentary Assemblies on Counter-Terrorism

04 July 2025

The Shura Council participated today in the seventh coordination meeting of parliamentary assemblies concerned with counter-terrorism. The meeting was organized by the United Nations Office of Counter-Terrorism’s Programme on Parliamentary Engagement in Preventing and Countering Terrorism (based in Doha), in cooperation with the Parliamentary Assembly of the Mediterranean (PAM), and with the support of the Shura Council, via video conferencing.
The Council was represented at the meeting by H.E. Mr. Abdullah bin Nasser bin Turki Al Subaie, Member of the Shura Council and Vice-President of the Parliamentary Assembly of the Mediterranean, who delivered a speech during the opening session. In his address, His Excellency affirmed the State of Qatar’s firm commitment to international efforts aimed at countering terrorism and its keenness to support constructive parliamentary cooperation to promote international peace and security.
His Excellency strongly condemned the missile attack on the State of Qatar that took place on Monday, 23 June 2025, carried out by forces of the Iranian Revolutionary Guard and targeting Al Udeid Air Base. He described the attack as a blatant violation of the sovereignty of the State of Qatar and a breach of international law and the principles of good neighborliness, warning of the serious implications of such escalation for regional security and stability.
H.E. also highlighted the ongoing brutal aggression against the Palestinian people in the Gaza Strip, which has continued for more than twenty months. He described it as one of the deadliest assaults in modern history, in which Israeli occupation forces persist with policies of blockade and starvation, targeting innocent civilians, including those awaiting humanitarian aid — in clear violation of all international conventions and laws.
He stressed that such continuous violations fuel extremism and destabilize the region, calling on the international community to shoulder its responsibilities, work seriously to halt the aggression, ensure the delivery of humanitarian aid, end the occupation, and hold accountable those responsible for crimes committed against unarmed civilians.
H.E. underlined the necessity for parliaments to play their role in countering terrorism in all its forms, whether it be cross-border terrorism or state terrorism practiced by occupying regimes. He noted that the responsibility of parliamentarians today requires a unified stance and an international document that enshrines the principles of justice and protects peoples from the scourge of war, extremism, and occupation.
The meeting, which brought together parliamentarians from various legislative bodies, as well as representatives of several United Nations and humanitarian organizations, discussed developments in regional and international terrorism and violent extremism threats. It also reviewed related parliamentary initiatives and work plans for the second half of 2025. Participants exchanged views on ways to enhance parliamentary cooperation and coordinate future efforts within the framework of the International Parliamentary Coordination Mechanism on Counter-Terrorism.
Participants commended the State of Qatar’s role in combating terrorism and its substantial efforts in peacebuilding, including its investment in diplomacy and mediation to resolve conflicts in various parts of the world. They also praised Qatar for hosting the United Nations Office on Parliamentary Engagement in Preventing and Countering Terrorism, and the Shura Council for its support of the Office, which enables the successful implementation of its programs and activities benefiting parliaments around the world.
