The Shura Council participated in the second meeting of Speakers of Parliaments of the member states of the Group of Friends of Neutrality, held via videoconferencing under the theme “Parliamentary Dialogue – An Important Tool to Ensure Peace and Trust in the World,” organized by the Mejlis (Parliament) of Turkmenistan.
The Council was represented in the meeting by Her Excellency Dr. Hamda bint Hassan Al-Sulaiti, Deputy Speaker of the Shura Council.
In her statement during the meeting, Her Excellency emphasized the vital role of the Group of Friends of Neutrality in a world characterized by polarization and conflict, highlighting the balanced path adopted by the State of Qatar through its impartial diplomacy and mediations that have contributed to resolving numerous regional and international crises.
She referred to Qatar’s mediation that led to reaching an agreement to halt the genocide being carried out by the Israeli occupation forces in Gaza and other occupied Palestinian territories over the past two years, despite facing campaigns of doubt and disinformation. She noted that the targeting of the Palestinian negotiating delegation in Qatar — the mediating state — constitutes a treacherous attack on the sovereignty of the State of Qatar and a blatant violation of international law and humanitarian norms.
Her Excellency stressed that supporting the Palestinian people is not merely an emotional or temporary political position, but a commitment to the principles of justice and humanity that underpin genuine peace. She affirmed that neutrality does not mean silence in the face of human suffering, but rather alignment with shared universal values that reject injustice and aggression.
She called on parliaments and legislative councils to adopt firm positions condemning the aggression against the State of Qatar and the Palestinian people, and to work toward strengthening dialogue and cooperation, noting that peace cannot be achieved without justice, and that parliaments are capable of serving as the legitimate shield protecting peoples and their rights in cooperation with United Nations bodies.
It is noteworthy that the Group of Friends of Neutrality was established in August 2020 at the initiative of Turkmenistan, with the aim of promoting peace, security, and sustainable development at the international level, and taking effective collective measures to address threats to peace and counter aggressive actions. The Group serves as a platform for promoting multilateralism, neutrality, and joint cooperation.
