The Shura Council participated today in a virtual seminar organized by the Inter-Parliamentary Union (IPU), entitled “Regulating Military Artificial Intelligence – A Parliamentary Perspective”, held via videoconferencing.
The Council was represented in the seminar by His Excellency Dr. Ahmed bin Hamad Al-Muhanadi, Member of the Shura Council.
The discussions focused on the legal, ethical, and security risks associated with the use of artificial intelligence in the military field, particularly regarding compliance with international humanitarian law and maintaining “effective human control” over autonomous weapons systems. The seminar also examined the role of legislative bodies in developing regulatory frameworks to prevent an arms race in this domain and to promote international cooperation to ensure that technological innovation does not come at the expense of civilian protection and global stability.
In his intervention, His Excellency Dr. Al-Muhanadi emphasized the importance of developing national and international legislation that balances the benefits of advanced technologies in enhancing security and defense with safeguarding the humanitarian principles that protect the right to life and human safety. He stressed the need for international parliamentary coordination to establish unified standards that ensure the responsible use of military artificial intelligence.
