31 March 2026

The Shura Council participated in a parliamentary seminar organized by the Inter-Parliamentary Union via videoconference, titled “Addressing Counterterrorism Frameworks: How Parliaments Can Protect Humanitarian Action and Support Compliance with International Humanitarian Law.”
The Council was represented at the seminar—held as part of a series of sessions aimed at enhancing parliamentarians’ awareness of international humanitarian law and the challenges associated with contemporary armed conflicts—by H.E. Dr. Khalifa bin Jassim Al-Kuwari, Member of the Shura Council.
The seminar addressed several key themes, most notably the discussion of how counterterrorism measures and sanctions interact with international humanitarian law and their potential negative impacts on principled humanitarian action. It also examined ways in which parliaments can ensure that the implementation of such measures at the national level complies with the provisions of international humanitarian law and safeguards humanitarian work. In addition, the seminar reviewed available tools and pathways to strengthen such compliance, as well as the exchange of experiences and best practices among parliamentarians in this field.
