Bachelor’s degree in Business Administration and Economics, major in Accounting, Qatar University.
Master’s degree in Technology Management, specializing in Accounting Information Systems.
Ph.D. in Accounting Information Systems.
Parliamentary Career
Member of the Shura Council, First Legislative Term (2021–2025).
Reappointed as a Member of the Shura Council in the Second Legislative Term pursuant to Amiri Decision No. (42) of 2025, issued on 9 October 2025.
Served as Chairman of the Legal and Legislative Affairs Committee during the First to Fourth Ordinary Sessions of the First Legislative Term.
Currently serves as Chairman of the Social, Labor and Housing Affairs Committee, and Member of the Legal and Legislative Affairs Committee.
Member of the Committee on Human Rights and Democracy at the Inter-Parliamentary Union (2022–2024), and Member of the Executive Committee of the Arab Inter-Parliamentary Union.

Al-Dosari has held numerous leadership positions, including:
Minister of Municipal Affairs and Agriculture (2004–2006).
Acting Minister of State for Cabinet Affairs (2005–2008).
Minister of Civil Service and Housing Affairs (2006–2007).
Minister of Labor and Social Affairs (2007–2008).
Minister of Labor (2008–2010).
Director of Administrative Affairs at the Amiri Diwan (1992–2004).
Served in the Qatar Armed Forces (1982–1988).
He has also been appointed to and participated in several national and international committees and councils, including:
Member of the Committee for the Preparation of the Permanent Constitution of the State.
Member of the Organizing Committee of the 2006 Doha Asian Games (Doha 2006).
Secretary-General of the Higher Committee for Coordination and Follow-up, chaired by His Highness the Amir—may God protect him.
Member of the Committee for Harmonizing Legislation with the Requirements of the Constitution.
Chairman of the Public Works Authority (Ashghal).
