  Bachelor’s degree in Electrical Engineering.
  Graduate of the Qatar Leadership Centre.

Parliamentary Career

  Member of the Shura Council, First Legislative Term (2021–2025).
  Reappointed as a Member of the Shura Council in the Second Legislative Term pursuant to Amiri Decision No. (42) of 2025, issued on 9 October 2025.
  Has served on several Council committees; he currently serves as a Member of the Financial and Economic Affairs Committee, and a Member of the Committee on Health, Public Services and the Environment.

Professional Experience

  Mr. Al-Mannai began his career at the Internal Security Force (Lekhwiya), where he was responsible for technologies and studies related to security systems.
He later joined the Qatar Electricity and Water Company, progressing through several positions until becoming Senior Engineering Expert, specializing in Planning and Quality Management.
  He has contributed to numerous major national projects, including:
  The Mega Strategic Reservoirs Project.
  The Digital Transformation Program for Kahramaa services.
  He has also participated in various national and international events.
