06 November 2025

The Shura Council participated in the parliamentary training session held in the Jordanian capital Amman over two days, under the title “Legislative Measures and Policies to Prevent and Combat the Use of Artificial Intelligence and New Technologies for the Purposes of Terrorism and Violent Extremism,” organized by the United Nations Office of Counter-Terrorism in cooperation with the Parliamentary Assembly of the Mediterranean and the Jordanian Senate, with participation of a number of parliamentarians, experts and specialists from various countries.
The Shura Council was represented at the event by His Excellency Dr. Ahmed bin Hamad Al Muhannadi, Member of the Council, who, in his speech, emphasized the importance of this parliamentary meeting in raising awareness of the challenges imposed by artificial intelligence in the field of security and counter-terrorism. He noted that the State of Qatar was among the first countries to recognize the necessity of building an integrated legislative and ethical framework governing the use of modern technologies, in a way that achieves a balance between progress and responsibility, and between security and freedom. His Excellency also pointed out that safe and responsible digital transformation constitutes a fundamental pillar of Qatar National Vision 2030, which is guided by the principles of respect for human rights, enhancement of transparency, and employment of technology to serve development and peace, emphasising that combating terrorism in the era of the digital revolution requires legislative, regulatory, and institutional cooperation that ensures the proper use of artificial intelligence and enhances human security. He further indicated that the Shura Council is keen on active participation in the UN initiatives concerned with building parliamentarians' capacities in the field of modern technologies, including this training session which aims to enhance skills in drafting and reviewing legislation regulating the use of artificial intelligence in counter-terrorism, and developing parliamentary oversight tools to ensure transparency and accountability. The session included discussion panels and interactive workshops on international legal frameworks, humanitarian and human-rights considerations, best national practices, and parliamentary oversight mechanisms, culminating in drafting a model legislative framework that guarantees the ethical and responsible use of technology in combating terrorism and preventing violent extremism.
